Budgeting for Results: Responding to a changing landscape

On December 14, nearly 60 Latino nonprofit leaders attended a workshop sponsored by the Illinois Latino Family Commission and the Latino Policy Forum to learn more about Budgeting for Results (BFR), a fiscal framework that creates a stronger link between state spending and the achievement of programmatic results and outcomes.

During the event, State Senator Dan Kotowski (D-Park Ridge) provided an overview of Budgeting for Results and outlined both the challenges and opportunities that lie ahead as nonprofit human service providers adjust to an environment of greater state accountability.

John Kamis, Senior Advisor to Governor Quinn, and Dr. Layla Suleiman Gonzalez, Director of Strategic Planning, Preparedness and Performance at the Illinois Department of Human Services, also gave presentations illustrating how the Quinn Administration is forging ahead to further integrate BFR into the Fiscal Year 2013 budget process.

Following their presentations, the panelists engaged in a productive question and answer session with audience members. The conversation largely focused on the need to support nonprofits’ capacity to measure and report outcomes through a greater investment in comprehensive, shared data-systems, the need for greater communication and technical support across nonprofit agencies , and the of importance of building a larger nonprofit presence in suburban communities that have experienced significant Latino population growth.
